These limitations are governed by the HIPAA Security and Privacy Rules and are based on the principle of “minimum necessary use.” The goal is to ensure that only personnel directly involved in a patient’s care, payment, or healthcare operations can access sensitive clinical data, such as individualized hormone replacement protocols.
